First things first - you will receive a Faerie Quest from the Fountain Faerie herself. Now be careful...she looks a lot like the Water Faerie so it's easy to confuse the two. Sometimes she will ask for an expensive item, sometimes a cheap. Luckily in Stacie's case, the item was rather affordable and I (Manda) was able to buy it and send it to her.
Take the item to the Fountain Faerie as if you were doing any normal faerie quest.
Once you've given the item to the Fountain Faerie, she will tell you that next time you stop by the Rainbow Fountain, she will have a surprise for you. Before you go visit her, remember to have the pet that you want painted ACTIVE.
For example, Stacie wanted her new Koi painted faerie. So she made her pet Koi NeoMoonlight82 active before going to the fountain. Here is the original Koi in it's lovely yellow shade. ^.^
Off to the Rainbow Fountain we go! The Fountain Faerie will thank you for helping her and offer to paint your pet any color that you want! In this case, Stacie wanted faerie. ^.^ But all of the colors that are available for your pet are available at the fountain when you do a quest for her.

Ta-da! Stacie's Koi is now a faerie Koi thanks to the Fountain Faerie! Isn't it adorable now?
